Position Title: Procurement and Administration, Short- Term Technical Assistance (STTA), USAID/Zambia MEL Platform

EnCompass LLC seeks a Procurement and Administration, Short -Term Technical Assistance (STTA) for a five-year United States Agency for International Development (USAID) contract to establish a Monitoring, Evaluation, and Learning (MEL) Platform in Zambia. The purpose of this platform is to provide USAID/Zambia, other implementing partners (IPs), and local stakeholders with tailored performance monitoring and evaluation technical assistance, analytical services, and logistical support. Ultimately, this initiative aims to enhance the effectiveness of USAID programming in Zambia while alleviating the Mission’s workload in engaging, analyzing, and communicating program impacts.

Position Duties and Responsibilities

Essential functions include:

Logistics

Assist in the planning and management of logistics for project-related activities, including workshops, training and meetings, accommodation and travel arrangements, particularly, but not limited to, contacting participants, negotiating and securing event space as well as overseeing the process of payment of per diems and transport.
Assist with office management and develop and implement office support activities
Ensure the proper use and disposal of goods, materials and equipment in the office;
Perform office duties, including but not limited to, photocopying, scanning, filing and mailing;
Control stock of office supplies;
Maintain a log of all documents received.

Procurement

Works closely with the Director of Finance and Operations, the Home Office Contracts team, and the Project Operations and Management function to implement all procurements, and ensure procurement processes are being followed and are compliant with donor expectations, rules and regulations, and EnCompass internal policies (EnCompass Procurement Policy)
Serves as the primary point of contact for procurement of supplies, services, and equipment
Prepares and collects all required documentation for all planned procurement specified in the contract budget
Organizes and documents personnel and financial data to include preparing documentation required to contract consultants, preparing labor agreements and consultant contracts, securing approval of COP and other required approvals
Creates a knowledge management system to monitor and follow all procurement-related activities that take place locally
Works directly with Home Office IT on all IT-related procurements
Conducts regular inventory management, tracking and reporting movement of all project-related non-expendable property as specified in the contract and EnCompass regulations, and in accordance with USAID procurement regulations
Other duties as assigned

Position Requirements

Qualifications

Bachelor’s degree in purchasing, management, business administration or similar field; Master’s degree an asset.
Must be a Member of Zambia Institute of Purchasing and Supply

Experience and Skills

At least 2- 5 years of overall relevant experience on donor-funded projects in a related role in:
Recruitment, procurement, and contract compliance
Previous experience working in USAID-funded programs strongly preferred
Experience managing unit level results preferred
Fluency in written and spoken English is preferred
Citizens of Zambia are strongly encouraged to apply
