Development Aid from People to People (DAPP) is a nationally registered NGO working with development projects within the field of education, health, agriculture and other poverty alleviation programmes. Projects are carried out in all the provinces of Zambia reaching over 1 million people. Key funding partners include the Government of Zambia, national and international development organisations (USAID, EU, Global Fund, WFP and more) as well as private sector organisations.

DAPP in Zambia is inviting applications from suitably qualified candidates to apply for 4 positions of Data Associates, under the Total Control of the Epidemic (TCE) project.

1.1 Locations:

(a)    Lusaka Province – 1 Matero, 1 Chilenje

(b)   Western Province – 1 Lukulu, 1 Kalabo

1.2 Job Summary:

Based at District level, the core function will be to establish, maintain and ensure the proper use of performance monitoring indicators and measurement systems in order to provide a succinct analysis and reporting of the project activities and results in line with project goals.

1.3 Reporting relationships:

Reports to the TCE Provincial M&E Officer.

1.4 Duties and essential job functions:

(i) Data Associates will support and contribute to the strengthening of the M&E and data management systems in the supported districts and health facilities within the district.

(ii) Data Associates will work with the DHOs, +-HFs and M&E staff from other stakeholders to ensure the use of MOH national tools and processes for data management, access and utilization of data by HF and DAPP staff.

(iii) Data Associates will work with the DHOs, HFs and M&E from other stakeholders in ensuring that sites where the TCE project is attached to utilize the community module of SmartCare or SmartCare plus to document HTS community data and that this data is consistent with physical registers. They will also ensure that Field Officers are using SmartCare plus and provided any required support when need arise.

(iv) TCE Data Associate will ensure that correct lists for missed appointments are generated on a daily basis and all tracking outcomes are properly documented in SmartCare, all patient records are up to date in SmartCare and Field Officers properly utilize SmartCare for documentation of community activities.

(v)  Data Associates will provide mentorship, training and support to HF staff and TCE staff in data collection and reporting procedures, completeness of registers and clinical files, and maintenance of up-to-date clinical charts. They will work with the DHIO, HF staff and M&E teams from other stakeholders in conducting triangulation of weekly and monthly reported data with data sources.

(vi) Data Associates will work with the DHOs, HFs and M&E from other stakeholders to plan & conduct data quality assurance (DQA) including implementation of routine DQMIS activities in Health Facilities. They will also participate in all district data review meetings.

(vii) Data Associates will document and communicate different data related issues and challenges (from both SmartCare and physical registers) prevailing in the health facilities in their respective districts to the M&E team. They will assist in identifying best practices and designing tools necessary to improve data management and utilization.

(viii) Data Associates ensure the TCE DHIS2 database is up to date, keep track of reporting tools required, participate in weekly data review meetings and provide daily updates to the supervising M&E Officers and Project Managers.

1.5  Required qualifications and Experience:

(a) Diploma in Monitoring and Evaluation or related field. A University degree with a major in demography or other related social sciences will be an added advantage.

(b) At least two years’ relevant work experience in M&E of especially on HIV/TB related Health programs.

(c) Have competence and experience working with Advanced Excel, SmartCare and DHIS2 databases, conducting DQAs and MER indicator reporting.

(d) Strong diagnostic, analytical and problem-solving skills.

(e) Ready to revise M&E protocols and systems in order to adopt changed funding agency demands.

(f) Vast experience with development of M&E work and direct supervision of staff in implementation of M&E.

(g) Sensitivity to and understanding of the political and ethical issues surrounding HIV prevention, care, and treatment, also of key populations.

(h) Strong Partner engagement skills and ability to foster strong working relations with DHO teams.

(i) Excellent written English and oral communication skills.
